Cook the noodles according to package directions; drain well.
Meanwhile, in a large bowl, stir together the tahini, peanut butter, yogurt, liquid aminos and honey. Add the carrots, green onions and pasta; mix well. Cover and refrigerate for 30 minutes. Garnish with parsley when serving.
